El-Rufai Sets up Committee to Study Panel Report on Shiite, Army Clash

THE Kaduna State government has constituted a committee to study the report of the Judicial Commission of Inquiry on the December 12 to 14, 2015 clash between the Islamic Movement in Nigeria, IMN, also known as Shiite and the Nigerian Army in Zaria and come up with a draft of the white paper.

The judicial commission which was headed by Justice Muhammed Lawal Garba submitted its report to the state Governor, Nasir El-Rufai recently. The governor had while receiving the report promised that the government would study the recommendation and issue a white paper on the recommendations of the panel.

The nine-member White Paper Drafting Committee, according to a statement by Samuel Aruwan, special assistant to the governor on media and publicity, is headed by Adamu Mohammed Mansur, permanent secretary, ministry of education.

Other members are Hauwa Umar, permanent secretary, ministry of environment; Bari’atu Yusuf Mohammed, permanent secretary, ministry of works, housing and transport; Ibrahim Sambo, permanent secretary, ministry for local government; Ja’afaru Ibrahim Sani, permanent secretary, cabinet affairs and special services, Kumbo Mohammed, permanent secretary and solicitor-general, ministry of justice, and Adze Jonah, permanent secretary, Civil Service Commission.

According to the statement, the committee which had already commenced work is expected to submit a draft of the white paper within two weeks. The committee, according to Aruwan, is to study the recommendations of the report of the panel into the clash between a detachment of the Nigerian army and members of the IMN and produce a white paper on the report and to make any other recommendation(s) that will assist government in addressing issues raised in the report.
