THE members of Anambra State House of Assembly have rated the State Commissioner for Lands, Survey and Urban Planning, Bonaventure Enemali, highly for the innovations he has so far introduced in the ministry.
The House Committee members on Tenders and Procurement, who paid a visit to the ministry to ascertain their mode of operation vis-à-vis land allocations, inspected the ministry’s environment as well as the hall for the Geographic Information System (GIS) introduced by the commissioner.
The committee, led by the member representing Idemili South Local Government Area (LGA), Chuka Ezenwune, during the visit, was pleased with the well-designed hall, equipped with computers and 80 staff members to operate the facility.
Ezenwune observed that the GIS would go a long way in solving the major problem of double allocation of lands as recorded previously.
“It is a digital system of land documentations. We see such initiative in Abuja, which makes it easier to access individual or state land anywhere in the world.
“You have done noble and it’s commendable. I urge the pioneer staff members of the GIS to live up to expectations by ensuring transparency and accuracy in documentations, especially when it concerns figures,’’ Ezenwune remarked.
The commissioner said that the innovation was as a result of Gov. Willie Obiano’s directive that all lands in the state be electronically accessed to promote transparency and discourage fraudulent practices on land matters.
According to him, the Electronics Data Management System, EDMS, will capture every online land matter that will end with paper documentation to avoid loss of files.
“The digital documentation of lands will put an end to double allocation, illegal taxation and provide relevant information on lands in the state.
“With this, land applicants will pay at the right channel into the government account and present to us evidence of payment for proper processing,’’ Enemali said.
He noted that with this development, land applicants would not go to the Ministry of Lands for any reason because information on lands could be accessed online.
“If any customer must come, the customer service will attend to him/her and with this, the person will not have to interface with the land processing staff member.
“This will end unnecessary extortion, and promote prompt response to land applications. Secondly, our staff members have been trained on all necessary land information and other related ICT programmes.’’
