A Nigerian Naval Officer from Ogbunike, Anambra State, Lieutenant David Chukwudera Okafor has been selected among internationally recognized maritime professionals to serve as a judge for the 2023-2024 International Ship Design Competition.

Okafor is to design the 2023-2024 terms of reference for a RoPax ferry for the Niger River waterway in Nigeria that can accommodate 150-200 passengers and space for cargoes and 15-20 four-wheelers vehicles (which could include lorries and trucks) to ply from Onitsha Jetty to Idah Jetty and from Onitsha Jetty to Ndoni Jetty on the Niger River to address the issue of unsafe transportation of passengers and cargos in the region.

The competition, being organized by the Worldwide Ferry Safety Association is aimed at preventing ferry fatalities and expanding safe ferries globally. It was initiated in response to the tragic record of ferry fatalities in parts of developing world .

Lieutenant Okafor, also a Marine Engineer with over a decade of experience in ship design, marine technology, and project management excels as a Naval Architect and Project Manager at Naval Dockyard Limited. He has been leading innovative marine projects, ensuring compliance with international standards, and optimizing production efficiency.

He holds a Bachelor’s degree in Naval Architecture from the State University of New York, Maritime College USA, a Master’s degree in Engineering Management from the University of Hull, UK and he is pursuing a PhD in Naval Architecture and Ocean Engineering at the University of Strathclyde, UK. He is a Certified Project Management Professional (PMP), and a member of COREN, NSE, NIIA, and SNAME among others. He has received several awards such as the Chief of the Naval Staff Commendation award certificate in 2023 for his contribution to the design and construction of Nigerian Navy Ships.

Beyond his professional achievements, Lieutenant Okafor is committed to environmental sustainability and safety in marine projects.
