THE Anambra State House of Assembly has passed the state’s 2021 Appropriation Bill worth ₦143.7 billion into law.
The approval came about 34 days after Gov. Willie Obiano presented the 2020 appropriation bill of ₦143.7 billion on Nov. 3 to the state Assembly.
The passage followed the adoption of the report and recommendations of the House Committee on Budget, Finance and Appropriation, headed by Obinna Emeneka, representing Anambra East constituency.
The budget totaling, ₦143, 651,879,651 billion has ₦86,885,794,353 billion for capital expenditure, translating into 60.5 percent of the budget, while ₦56,766,085,298 billion was set aside for recurrent expenditure, translating into 39.5 percent of the budget.
The house approved ₦143, 651,879,651 billion budget size as presented by Gov. Obiano.
“After scrutiny and review, we recommended that the budget size be retained except for some little adjustments in some Ministries and Agencies.’’
Meanwhile, Ejike Okechukwu, representing Anaocha II constituency lamented that ₦9.82 billion budgeted for Personnel costs at the Post Primary Schools Service Commission, PPSSC, was cut down to ₦4 billion.
According to Okechukwu, such reduction in the budget for education is unacceptable and can affect service delivery.
The Speaker of the House, Uche Okafor, commended Emeneka and members of his committee for a thorough scrutiny of the budget.
Okafor said: “That a bill for a law to provide for the sum of ₦143, 651,879, 651 billion for the services of the government of Anambra State of Nigeria for the year ending, 31 December 2021 and for related purposes, be passed into law.’’
The House passed the bill into law after Okafor had conducted a voice vote on each of the allocations for ministries, departments and agencies.
Okafor directed the Clerk of the House, Pius Udo to send a copy of the bill to Gov. Obiano for his assent.
The 2021 budget is ₦6.5 billion higher than that of 2020, which was ₦137.1 billion.
