Bill to establish National Institute of Construction Technology passes 2nd reading

A Bill for an Act to establish the National Institute of Construction Technology and Management, Uromi, passed second at the House of Representatives on Tuesday.

The bill was sponsored by Rep. Sergius Ogun (PDP-Edo).

Leading debate on the bill at plenary, Ogun said that it sought to provide full and part-time courses and manpower training in construction technology, engineering technology, applied sciences and other fields of study.

He disclosed that some of the objectives of the bill were to create favourable atmosphere for educational development in the area of construction technology and management in Edo and other neighbouring states.

Ogun maintained that the bill, when passed, would address concerns of operating without a legal framework which adversely affected the development and funding of the institute.

“The bill will ensure the attainment of all-inclusiveness principle of Federal Government under the National Policy which seeks to ensure the provision of education for all members regardless of age or physical ability.

“Ìt will also establish a structure for the operation and management of the institution.”

He expressed optimism that when the institute is established by the Act of Parliament, it would function effectively in terms of funding.

The lawmaker said the institute would be able to receive subventions or grants from Federal Government that would boost its operations.

The bill is structured into 25 clauses and seven parts, dealing with establishment of the institution, its council, composition and council members’ tenure of office and discipline, and establishment of Academic Board, among others.

The bill was unanimously adopted by members when it was put to a voice vote by the Speaker, Mr Yakubu Dogara.

It was later referred to the Committee on Works. (NAN)
