Delta Assembly passes Arbitration Bill

THE Delta House of Assembly on Thursday passed the Arbitration Bill, 2022.
The passage of the bill duringi plenary in Asaba, presided over by the Speaker Chief Sheriff Oborevwori, followed a report presented by the Chairman, Joint Committee on Rules, Business, Legal and judicial matters and special bills, Mr Charles Oniyere.
Presenting the committee’s report, Oniyere said the executive bill, which sought for the amendment of the Arbitration Law 1914, when passed, would pave the way for the proposed law.
Oniyere also said the old law was anchored on the English Arbitration Act of 1889.
The Majority Leader of the Assembly, Chief Ferguson Onwo, moved a motion for the suspension of Order 12, rules 79, 82 and 83 of the House, for the third reading of the bill and its passage.
The motion was unanimously adopted by the Assembly when put to a voice vote by the speaker, seconded by the member representing Ughelli South Constituency, Mr Reuben Izeze.
The speaker commended the lawmakers for the successful passage of the bill, adding that the proposed law would enhance access to appropriate, efficient and effective justice in the State.
Oborevwori noted that the Delta State Arbitration Law of 1914 was no longer in tune with present realities and international best practices and unfit to resolve arbitration proceedings, hence the repeal of the extant law.
He stressed that there was no doubt that the Bill when passed, would help to improve the quality and efficiency of arbitration processes and enhance the State’s business environment.
Oborevwori thanked the lawmakers for their diligence and commitment throughout the consideration of the Bill.
The Assembly at Thursday’s plenary also passed the Electric Power Sector bill, 2022.
The bill was read the third time on the floor of the House following the suspension of Order 12, rules 82 and 83 of the House to enable its eventual passage.
The News Agency of Nigeria (NAN) reports that the bill was earlier referred to the House Committee on Power and Energy after its second reading.
Sponsor of the bill, the member representing Ika North East State Constituency, Mr Anthony Elekeokwuri, said the bill, when passed, would help in the repositioning of the state’s power sector.
He also said that the passage would give the sector the legal backing to generate, distribute and transmit power to its citizens.
In his address shortly after the passage of the bill, the speaker commended the lawmakers for their legislative inputs that resulted in the passage of the bill.
He expressed the hope that the passage would further strengthen the power sector and help in revitalising the state’s economy.(NAN)
