FG approves establishment of 10,000 BPSD modular refinery in Delta State

THE Federal Government of Nigeria, through the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), has officially approved a License to Establish (LTE) for a new 10,000 Barrels Per Stream Day (BPSD) modular refinery in Imode, Ughelli South Local Government Area, Delta State.
The announcement, made by NMDPRA via their official social media channels, revealed that the LTE was granted to MRO Energy Limited, an indigenous energy company.
The license allows the company to proceed with the construction of the refinery, which is expected to contribute significantly to Nigeria’s refining capacity and reduce the country’s dependence on imported petroleum products.
According to NMDPRA, the refinery will be designed to produce high-quality petroleum products, including Premium Motor Spirit (PMS), Automotive Gas Oil (diesel), Liquefied Petroleum Gas (LPG), Marine Diesel Oil, and Bunker Fuel Oil.
The facility is expected to meet Euro 5 product specifications, aligning with Nigeria’s commitment to producing cleaner fuels that comply with international environmental standards.
Industry stakeholders have welcomed the development, citing the potential for job creation, economic growth, and enhanced energy security for Nigeria. The refinery is expected to provide employment opportunities, boost local content participation, and stimulate economic activities within the host communities and beyond.
This latest approval reflects the government’s ongoing efforts to attract investments into the downstream sector and encourage private sector participation in the energy industry. The modular refinery initiative is part of Nigeria’s broader strategy to bridge the gap between local demand and supply of refined petroleum products.
