THOMAS Gyang, Kaduna State Commissioner, Planning and Budget Commission (PBC), said on Wednesday, that the state has revised its 2020-2025 development plan, with the focus now on security, infrastructure, economy and social development.
Gyang stated this in Kaduna during a meeting with Civil Society Organisation (CSO) to validate the revised development plan formulated with their inputs.
The commissioner, who was represented by the commission’s Director of Planning, Hajiya Maryam Dangaji, added that the state also included good governance, law and justice as other priority areas.
He added that the vision was for Kaduna to be a state with abundant economic opportunities, social inclusion, peace and security, good governance and improved quality of life of the citizenry.
He explained that the revised plan was built on the successes and experiences of the 2016-2020 plan.
He said that the formulation involved wide stakeholders engagement and participation, in line with the Open Government Partnership’s (OGP) principle of co-creation.
“It is a continuation of the quest of the government to restore the state to its historical glory, with a strategic framework to realise a shared vision.
“The plan will serve as a blueprint of strategies and actions that are planned to achieve the development aspirations of the state.
“This will be driven by a strong political will, stakeholders’ participation, and logical implementation mechanism.
“In implementing the plan, the government through the newly established Policy Councils will coordinate and track progress and persistently communicate the priority areas of the plan to the relevant stakeholders and institutions,” he said.
The commissioner said that all sectors would develop Sector Implementation Plan (SIPs) which would inform the annual budgets of Ministries, Department and Agencies.
He stressed that the measure would ensure government expenditures contained in the annual budget were in line with attainable resources and government priorities as enunciated in the SDP.
Gyang further said that the process would be stepped down for all the 23 Local Governments to revise the 2017-2019 Local Government Development Plan (LGDP), to enhance synergy and expenditure coordination between the two tiers of government.
Also speaking, Deputy Director, Planning, Mr Badamasi Musa, said that the validation meeting was organised for CSOs and stakeholders to confirm that the programmes outlined in the plan reflect citizens input.
“This will strengthen the collaboration among critical stakeholders and ensure citizens participation in the formulation and implementation of government plans and programmes,” Musa said.
On his part, the Co-Chair, OGP, Malam Mustapha Jumare, commended the state government for engaging citizens in the formulation and implementation of its plans and programmes, to ensure ownership.
Jumare assured the state of the full support of civil society organisations in the implementation of the plan. (NAN)
