Kwale Gas Gathering facility, a testament to Nigeria's commitment to net zero gas flare target

FELIX Omatsola Ogbe, Executive Secretary of the Nigerian Content Development and Monitoring Board, NCDMB, has said that the inauguration of the Kwale Gas Gathering facility is a demonstration of the country’s commitment to ending gas flares and delivering on the COP26 2060 net zero target.

Speaking at the inauguration of the plant on Thursday in Kwale, Delta state, he stated that the 300MMscfd facility is designed to monetize natural gas from fields through gas gathering, compression, injection and metering infrastructure.

Realnews reports that the KGG was built by the Nedogas Development Company Limited, NDCL, a Joint Venture company between Xenergi Limited and Nigerian Content Development and Monitoring Board, NCDMB.

According to Omatsola Ogbe, the facility is tied to the Nigerian Gas Infrastructure’s 48-inch OB-3 gas trunkline and allows companies in the area to end routine flares, gather and inject the gas for economic uses and reduce flaring.

He disclosed that apart from resolving the question of government’s commitment to gas flaring, the facility also puts to an end several other questions bugging the minds of many industry enthusiasts, including whether the NCDMB is acting within its mandate in investing in gas gathering and production projects, the questions about whether NCDMB’s investments benefit the Nigerian economy, and if NCDMB’s investments are profitable.

Others are if the resources are being frittered away without commensurate returns, does the country have the resources to execute the ambitious gas flares out projects, will the NCDMB continue to invest in projects such as this one, among other questions.

Responding to these questions, Ogbe explained that the Nigerian Oil and Gas Industry Content Development Act established the NCDMB as a business enabler with the clear mandate to support initiatives that foster national capacity development.

“This project is a major accomplishment of our developmental mandate under the Nigerian Oil and Gas Industry Content Development, NOGICD, Act, most specifically in section 70 (H). The NOGICD Act mandates us to assist local contractors and Nigerian companies to develop their capabilities and capacities to further the attainment of the goal of developing Nigerian Content in the Nigerian oil and gas industry. We have been effective in promoting the development and utilization of local capacities in the Nigerian oil and gas industry as well as implementing our Nigerian Content 10-year strategic roadmap. That has led us to partner with over 15 oil and gas firms in various strategic projects to actualize the Federal Government’s aspirations in key areas of the oil and gas industry.

Nigeria, which again underscores what the Board has achieved in the 13 years of implementation of the NOGICD Act, 2010.

He also said that what the Nigerian content achieved in the Nedogas project exceeds the target of 70%, thus it will continue to invest in opportunities such as this one.
