Moses Atakpa, Kogi State head of service and former permanent secretary, Board of Internal Revenue, 57, August 14. Born in Okpotala, Omala local government area of Kogi State, he was educated at Qua Iboe Mission School, Okpotala, 1968-1974; Ochaja Secondary School, Ochaja, 1974-1979; Ahmadu Bello University, Zaria, 1982-1985; University of Nigeria, Nsukka, 2001 and Enugu State University of Science and Technology, ESUT, where he obtained a PhD in 2009. Atakpa was appointed general manager, Kogi State Agricultural Land Development Board, Lokoja, 1993-2003; director, Admin and Finance, Board of Internal Revenue, Lokoja, 2003-2007.
