THE Partnership to Engage Reform and Learn ( PERL), a DFID programme, said it would be partnering Kaduna State Government to improve service delivery in the area of education, health and good governance.
The PERL Team leader, Alex Thier, said on Wednesday in Kaduna in an interview shortly after a courtesy visit to the state Acting Governor, Dr Hadiza Balarabe.
He said that the programme would also support ongoing civil service reform in the state to ensure efficient and effective service delivery.
“PERL is a program that support three things, it helps government to make reform programmes, it supports civil society to help demand for effective government, it also support learning to be successful and to improve them along the way.”
According to him, the visit was to assess successes and challenges in local government administration in the last 20 years and how government have improved and performed overtime.
Thier noted that the state has taken steps in strategy and planning of its budget especially towards improving the delivery of education and health services to the population.
He explained that the programme involved citizens engagement, so that government would tailor its programmes to address people’s needs.
Thier stressed that to achieve the desired outcomes, there must be relevant human resources with the required capacity to drive government programmes for maximum efficiency and impact.
“The state acting Gov is very interested in women leadership in government which is one of our programmes and is very important to help women to rise into position of leadership,” he said.
According to him, the meeting with the state officials also talked about the need for a succession plan in leadership.
“We don’t only focus on today’s leaders we focus also on ways which tomorrow leaders can be developed, so that in five years time this program can be sustained.” (NAN)
