2015 Most Transparent Public Institutions

THE Nigeria Export Promotion Council, NEPC, Veterinary Council of Nigeria, VCN, Federal Character Commission, FCC, and National Insurance Commission, NAICOM, have been ranked as the most transparent public institutions in the 2015 Freedom of Information compliance ranking.

The ranking hinted by Public and Private Development Centre, PPDC, is aimed at ensuring procurement related information would be liberated and made as coherent as possible in a way that enables better efficiency in public service delivery.

Disclosing this at the 2015 FOI ranking event held recently in Abuja, Seember Nyager, CEO, PPDC, noted that ranking was done across 166 public institutions and 14 Security Sector Institutions in Nigeria and was based on levels of access to procurement related information across these institutions.

According to her, “The event is to commemorate the International Right to know Day and this is the 3rd annual FOI compliance ranking released by PPDC since 2013, with 67 institutions previously ranked in 2014 and 15 institutions ranked in 2013.”

“In this year’s ranking, the Nigeria Export Promotion Council, NEPC, Veterinary Council, VCN, Consumer Protection Council of Nigeria, Federal Character Commission of Nigeria and National Insurance Commission, NAICOM, were ranked as the most transparent whilst 70 public institutions including the Federal Ministry of Finance and the Defense Intelligence Agency were scored the least transparent.

“Public institutions listed were ranked based on benchmarks for disclosure within the Nigerian Freedom of Information Act, 2011. Specifically, these benchmarks are proactive disclosure to request for information.

Nyager observe that NEPC, VCN, NAICOM, FCC, Consumer Protection Council of Nigeria, Bureau of Public Service Reforms and the Federal Ministry of Justice among 19 other institutions, provided full disclosure to requests.
