Born in Adavi, Kogi State, he attended Government Secondary School, Dekina, Kogi State; Ahmadu Bello University, Zaria, National Institute of Small Industry Extension Training, India, 2005. Salihu was appointed member, board of directors, Nigeria Sugar Company, Bacita, Kwara State, 1987-1994; member, National Board for Technical Education Review Committee, 1988-1989; co-coordinator of SON/International Limited.
